How it works
The picture is fitted inside 480 px, the outline is drawn from a distance map of the opaque pixels, and WebP quality is lowered step by step until the file is under 100 KB.
Example
A transparent PNG with a 10 px white outline becomes a 512 × 512 WebP of about 40 KB.
